[refactor] Refactor ChatManager

* Extracted all commands into CustomCommands.cpp
* Moved all chat-related packet handlers into ChatManger.cpp
* Cleaned up redundant includes
* Unified handler naming scheme
* Made all command handlers in CustomCommands.cpp static
