Alphabetize distribution lists. Also mark GCC as GCC 7+, since GCC 7 doesn't support the entirety of C++17, so this requirement will likely be a sliding window over time. Also correct the CMake requirement, the top level CMakeLists.txt has 3.6 as a requirement
