INTERFACE doesn't define the symbol when compiling the library itself.
PUBLIC should be used when the definition is needed both by the library
and by the users.

This is exposed in the GUI as a new "CiTrace Recording" widget.
Playback is implemented by a standalone 3DS homebrew application (which only runs reliably within Citra currently; on an actual 3DS it will often crash still).

The code now properly configures the process image to match the loaded
binary segments (code, rodata, data) instead of just blindly allocating
a large chunk of dummy memory.
